International Driving Permit in Japan: why yours may not be valid

It's one of Asia's sneakiest paperwork traps: your International Driving Permit, perfectly valid in Namibia or New Zealand, can be flatly refused by a Japanese rental company. The reason comes down to one date: 1949. Japan only recognises IDPs issued under the 1949 Geneva Convention — and not every country is part of it. Here's how to know, before you book, which category you fall into.

The rule: only a “Geneva 1949” IDP opens Japanese roads

Three international conventions govern driving licences worldwide: Paris 1926, Geneva 1949 and Vienna 1968. Japan has ratified only the Geneva one. The direct consequence: only International Driving Permits (IDPs) issued in accordance with that 1949 convention are valid on its territory, presented together with your national licence and passport.

For British, Canadian, Australian, New Zealand, American, Dutch, Spanish or Irish travellers, it's simple: their countries issue Geneva-format IDPs, to be obtained before departure from the authorised body (an automobile club or government agency depending on the country). The document is required at the rental counter and at any police check — without it, no serious agency will hand over the keys.

The French, Belgian and Swiss exception: the JAF translation

Licences issued in France, Belgium, Switzerland, Germany, Monaco and Taiwan do not qualify for that route: Japanese law handles them through specific bilateral arrangements, not through the Geneva Convention. A French IDP — issued in the Vienna 1968 format — will therefore be refused in Japan, even brand new.

The solution for these countries is an official translation of the national licence, produced by the JAF (Japan Automobile Federation), the only recognised body, to be requested online before departure or from within Japan. Presented with the original licence and passport, it serves as a full driving authorisation. This documentary rigour is no whim: driving in an unfamiliar environment is a well-documented risk factor for foreign visitors. A study by Jeff Wilks, Barry Watson and Ian Faulks published in 1999 in Tourism Management on international tourists behind the wheel showed how unfamiliarity with the local driving side and signage weighs heavily in visitor crashes — directly relevant in Japan, where traffic drives on the left (study on Google Scholar: scholar.google.com/scholar?q=Wilks+Watson+Faulks+international+tourists+road+safety+Australia).

One year maximum — and no reset by leaving the country

Whether you hold a Geneva IDP or a JAF translation, validity in Japan follows the same limit: one year from your entry into the country — or the document's own expiry if sooner. Beyond that, you must convert your licence to a Japanese one (gaimen kirikae), a procedure that may involve tests depending on nationality.

Beware the well-known residents' trap: leaving Japan for a few days to “refresh” your IDP does not work. Japanese law requires a continuous absence of at least three months before a new IDP becomes usable again. Being checked with an invalid document counts as unlicensed driving — a serious offence in Japan, with possible detention and consequences for the rental vehicle's insurance.

At the rental counter: what you'll actually be asked for

Japanese rental companies are unbending on documents — it's the number one reason rentals get refused on arrival. Prepare the full trio: your original national licence, your Geneva IDP or JAF translation depending on your case, and your passport. A photocopy or phone photo never suffices; neither does a digital licence on a smartphone.

Is a French International Driving Permit valid in Japan?
