Renting a car or 4x4 under 25: minimum age and the young driver surcharge

For a rental company, a driver's age is an actuarial figure before it's an administrative one: accident statistics show drivers under 25, and even more so under 21, have a markedly higher crash rate than average. The direct consequence shows up on the rental contract in two distinct forms: a minimum age below which the company simply refuses to rent, and a surcharge ("young driver fee") applied up to a certain age — usually 25, sometimes 23 or 21 depending on the brand.

Neither threshold is fixed: both vary by country, by brand (an international chain like Avis or Hertz doesn't apply the same rules as a local operator), and above all by vehicle category. A city car is often rentable from 21, a 4x4 or high-end vehicle rarely before 23, sometimes a hard floor of 25 with no exception even for a fee.

Beyond local variation, a common pattern emerges across most rental contracts worldwide: the bigger, pricier or more off-road-oriented the vehicle, the higher the minimum age and the steeper the young driver surcharge. This table gives the order of magnitude found at most rental companies — always check the fine print before booking, since every brand sets its own thresholds.

Across this site's self-drive destinations, the "4x4 is different" rule holds almost everywhere. In Namibia, most rental companies set the minimum age at 23 for a standard vehicle, with a few brands such as Avis or Europcar accepting drivers from 21; the equipped 4x4 category, meanwhile, frequently rises to 25. In South Africa, the legal minimum age often drops to 21 at international chains, but the young driver surcharge applies almost everywhere under 25 — with notable exceptions such as Avis or Hertz, which have dropped it on certain offers. In Iceland, most companies accept drivers from 20 for a fee (starting around €10 a day) with model restrictions, all surcharges and restrictions disappearing from age 25. In the United States, rentals generally start at 21 with a surcharge of USD 20-30 a day up to age 24 inclusive — a few states such as New York or Michigan even allow 18, against an even heavier surcharge. In New Zealand, thresholds vary widely by brand (18 to 21), with young driver surcharges observed between NZD 20 and 40 a day under 25.

Age is only half the problem: several rental companies, particularly in southern Africa, also require a minimum licence duration — one or two years depending on the brand — independently of the driver's age. A 24-year-old driver who has held a licence for only six months can therefore still be refused a rental even though they meet the age requirement. A common confusion: a Visa Premier or Gold Mastercard, which can reimburse the damage excess (see our article on credit card insurance abroad), has strictly no effect on the young driver surcharge. It isn't an insurance matter but a price set by the rental company to offset a higher statistical risk — no third-party insurer, no credit card, however premium, covers this surcharge. The only real lever is negotiating directly with the rental company or choosing a brand that has dropped the surcharge on the vehicle category you want.

Comparing several rental companies on the same vehicle category remains the most cost-effective habit: young driver surcharge gaps between brands can exceed €15 a day, over €200 across a two-week road trip. Also check whether the surcharge is calculated per day or as a flat fee for the whole stay — some companies cap the total amount, others don't.

If someone in the group is over 25, registering them as the main driver on the contract (rather than an additional driver) removes the surcharge for the whole rental, provided they genuinely drive a significant part of the trip — something some companies check in the event of a claim. Finally, dropping the premium 4x4 for a "standard" model in the same range sometimes removes the surcharge entirely, when it only applies to the higher-end categories at the chosen brand.

The rental industry's pricing logic isn't arbitrary. A landmark study by Anne T. McCartt, Daniel R. Mayhew, Keli A. Braitman, Susan A. Ferguson and Herbert M. Simpson, published in 2009 in the journal Traffic Injury Prevention, reviewed eleven studies attempting to isolate the effect of age from that of driving experience on crash risk. Its conclusion: age and experience each have an independent, significant effect on risk, even after accounting for miles driven — the youngest drivers remain statistically more exposed even at equal experience (available on Google Scholar: scholar.google.com/scholar?q=McCartt+Mayhew+Braitman+Ferguson+Simpson+Effects+of+Age+and+Experience+on+Young+Driver+Crashes).

That exact double effect — age and licence duration — is precisely what rental companies translate into their terms and conditions: the young driver surcharge targets age, the two-year licence requirement targets experience. The two filters often stack, particularly on 4x4 categories meant for dirt roads, where the margin for error is smaller than in city driving.

Before confirming a booking: check the exact minimum age for the specific vehicle category you want (not just the generic "car" category shown by a comparison site), the precise surcharge amount and how it's calculated (per day or flat fee), the required licence duration, and whether an older additional driver can be registered as the main driver instead. Checking these four points before payment, rather than discovering them at the counter, avoids most age-related budget surprises.
